Paul Skalman

With over 22-years of experience in federal acquisitions, Paul Skalman served as a warranted Contracting Officer and manager.  Paul is highly regarded by both Industry and the federal acquisition community for his understanding and knowledge of the Multiple Award Schedule process, including negotiations, compliance, policy oversight, and market penetration.

As a warranted contracting officer and manager for the VA Federal Supply Schedule Service, Paul was responsible for the administration and oversight of over 1,800 VA Schedule contracts covering an array of medical equipment, supplies, services, and pharmaceuticals.  Additionally, Paul was the policy liaison between the VA and GSA – assisting in the development and implementation of regulatory policy related to the MAS program.  Known as a problem solver, Paul effectively facilitated the complex, and often confusing, processes for new businesses wanting to enter the federal acquisition arena.

Today, Paul is the Chief Executive Officer of Paul Skalman Consulting, Inc., a firm dedicated to providing businesses (both small and large) with valuable insight and assistance in navigating the complexities of the federal contracting process. Paul is also a leader in connecting small business resellers with large business manufacturers to meet the acquisition needs of federal health care facilities world wide.

Carla Brees

Carla comes to Paul Skalman Consulting, Inc. with over 35-years of experience in VA acquisition and logistics. She served served at as the Chief Logistics Officer for VISN 12 and managed program areas including logistics, pharmacy, nutrition and food, and pastoral care. Through her varied career Carla gained incredible understanding of no just VA supply chain operations but also clinical, facility, and business operations.

Carla brings a unique skill set to help our clients maneuver the VA through business management, leadership, labor relations, production, inventory control, warehousing, distribution, support operations, logistics, problem solving, planning, organizing, budgeting, and strong customer service.
